RSP: THE THREE-PRONGED
INTRODUCTION
HE SANIBLAKAS major program thrust for Cooperative Education on Synergism (C.E.S.) entails a long-term education process with cooperatives about the synergism principle. This process is designed to be bi-directional. In the first phase, we are promoting an education campaign for wide and vigorous implementation by the cooperatives themselves focused on the principle of synergism.
The principle, after all, is at the very essence of cooperativism, but has been widely violated by a substantial number of cooperatives -- to their own long-term detriment, dormancy or demise -- due to lack of sharp consciousness on this principle. The other direction, under the second phase, will be synergism-focused education from the cooperative sector. But the two phases are expected to overlap: the cooperative organizations that imbibe the synergism principle earlier than others can immediately start radiating the knowledge to all other sectors that the could be in contact with.
We have been told many times that synergism is already included somewhere in existing cooperative education programs. But we have maintained that nothing short of a focused education campaign on the subject would suffice. And this has been validated by many cooperative leaders and members "on the ground." A pamphlet on this, titled Cooperatives and the Challenge of Synergism has been issued as a seed for drawing in comments and other articles that would be integrated in a book of the same title..
The concept for synergism-focused education from the cooperative sector -- to be fully validated by their own experiences --- to the broad populace is not a new dream for SanibLakas.. As early as two years ago, the executive director of the Foundation, challenged the cooperative sector to gain the full capability to give that kind of empowering enlightenment to the nation as a whole, as only the cooperatives as a sector can. That talk is incorporated as a "guest article" in the pamphlet.
The C.E.S. program has three prongs, collectively nicknamed "RSP": (1) Resolutions -- where cooperatives are lobbied to pass resolutions to support even in most general terms the focused education campaign, with implementation specifics to be worked out separately; (2) Seminars -- where the cooperatives actually undergo seminars either directly under the SanibLakas or indirectly through its modules and trained echo-trainors; and (3) Publications -- where the imperative for this educational thrust, its contents, and the harvest of lessons and success stories are issued in a series of widely-circulated publications. SanibLakas has also constituted a program committee to lead and coordinate all the activities under C.E.S.

IMMEDIATE IMPERATIVES:
Cooperative federations/centers as well as individual cooperatives are to be influenced/lobbied into passing formal resolutions officially supporting the call for synergism-focused education "within itself and in its sphere of influence," and to subsequently work out implementation arrangements that may or may not directly involve the SanibLakas training service. The resolution may be similar to the one passed by NATCCO in its recent General Assembly in Iloilo City.
There would be five immediate imperatives for this prong:

Amplification of SanibLakas-C.E.S. messages/lessons by production of copies for wide dissemination, wide minimal price for cost-recovery with slight mark-up to cover honoraria and related costs and as seed fund for publication of reprints or new editions

IMPLEMENTATION MECHANISM
Leadership/Coordination:
The C.E.S. Program Management Committee (PMC) composed of: Ed Aurelio C. Reyes (overall head), Joydee C. Robledo (program director), Pinky Serafica and Ed Felipe I. de Vera (both SanibLakas Board Members), Salud Liporada (coordinator) and Hermie Manimtim, plus Marie Marciano (SanibLakas vice-pres., ex-officio member).

Rep. Cresente Paez, Roberto Pagdanganan, Josefina E. Gaerlan, and Esper Dowling
Work Force:
All who can be mobilized by the PMC directly, especially the members of the Advocates of Cooperative Education on Synergism (A.C.E.S.) and other members of the broad "SanibLakas family" , or indirectly (via resolutions, partnership arrangements, etc.).
