PAMAYANANG SANIBLAKAS 

(CHARTER OF SOLIDARITY OF PAMAYANANG SANIBLAKAS)


AMA-SAMA KAMING BUMUBUO, nagpapalakas at nagpapalawak ng isang komunidad ng pagsasanib-sanib ng lakas sa isip at diwa, sa salita at gawa, upang mabuo ang mulat at matatag na kaisahan ng taongbayan ng Pilipinas, bilang ambag sa pagbubuo ng mulat at matatag na kaisahan ng Sangkatauhan.  Makikilala ang aming kaisahan sa ngalang Pamayanang SanibLakas.

(TOGETHER WE ARE BUILDING, strengthening and expanding a community with synergies of mind, spirit and action, in order to consolidate the conscious and strong solidarity of the people of the Philippines, as a contribution to the conscious and strong solidarity of Humankind. Our solidarity shall be known by the name Pamayanang SanibLakas, which means Community for Synergy.)

KAISA NAMIN BILANG KAANIB AT KASAPI ng Pamayanang SanibLakas ang lahat ng samahan at indibidwal na tahasang kikilala at magpapasya at magpapahayag ng pakikipagsanib sa kabuuan ng Pamayanan, sa mga simulain, layunin, pamamaraan at asal nito.  

(WE CONSIDER AS MEMBERS AND AFFILIATES of Pamayanang SanibLakas all the organizations and individuals who shall categorically express the will to join up with the entire Pamayanan and uphold its principles, aims, methods and ethics.)

NIYAYAKAP DIN NAMIN bilang mga kaanib at kasapi ang lahat ng mga samahan at indibid­wal na mabubuhay nang malinaw na naaayon sa mga simulain at layunin, at magtataguyod sa pamamaraan at asal na sa Kalatas na ito ay tinutukoy, hindi man sila tahasang umanib o sumapi.

(WE EMBRACE IN, AS WELL, as members and affiliates all the organizations and individuals who shall clearly live by these principles and consistently with its aims and supportive its approaches and ethics enumerated in this Charter, whether or not they categorically manifest a desire to join.)


Bahagi 1.  Mga Simulain   

(Part 1.Principles)

Ang bawat kaanib at kasapi ng Pamayanang SanibLakas, sa abot ng makakaya, ay magsasabuhay ng sumusunod na simulain:  

(Each affiliate and member of Pamayanang Saniblakas shall, to the best of one’s capability, shall live by the following principles:)

1. Ang pantay na dignidad ng bawat tao ay patatampukin at ipagtatanggol bilang batayan ng sama-samang pag-aangking-lakas, at itataguyod ang lahatang-panig na pag-unlad ng bawat isa sa pagpapakatao at pakikipagkapwa-tao, bilang mga anak ng Kalikasan at ng Sangnilikha.

(1. The equal dignity of every person shall be exalted and protected as the basis of collective empowerment, and the well-rounded development for each one in being human and relating with others as fellow-children of Nature and Creation, shall be promoted.)

2. Ang pagsulong sa pagpapakatao at pakikipagkapwa ay isang panghabambuhay na lakbayin, na nagmumula sa marangal na kalooban, tiwala sa sarili at pagmamahal sa kapwa. Ang sama-samang pagsulong ng kalooban at katatagan ng alinmang samahan ay nakabatay sa pagsulong ng kalooban at katatagan ng mga indibidwal na kaanib at kasapi nito.  Ang lakas ng isang malusog na samahan ay ultimong nagbubuhat sa pagsasanib-lakas ng mga kaanib at kasapi sa kanilang mga diwa, sa pagsasanib-lakas nila sa kanilang mga pag-iisip, at sa pagsasanib-lakas nila sa kanilang mga pagkilos; hindi sasapat kung ang pagsasanib-lakas nila ay sa isa o dalawa lamang sa mga ito at hindi sa lahat.  Ang anumang pagpupulong na idaraos ay kaparaanan ng sama-samang paghahanap ng katotohanan at liwanag na siya namang gabay sa sama-samang mga pagpapasya.

(2. Growth of a person and one’s capacity for healthy interrelationships is a life-long process which springs forth from the inner self, self-confidence and love for others. The collective growth of inner character and strength of any organization is based on the growth of inner character and strength of its individual affiliates and members. The strength of a healthy organization ultimately springs forth from the synergies of spirit, of mind, and of action of the members; synergies in only two of these three would not suffice. Any meeting to be held shall flow along the process of collectively searching for the truth and light which shall, in turn, guide all collective decision-making.)

3.  Itataguyod ang pluralismo sa mga usaping may iba’t ibang lehitimong pananaw at paninindigan sa hanay ng mamamayan.  

(3. Pluralism shall be upheld on matters where there are varying legitimate views and standpoints among the people.)

4. Ang pamumunong kinikilala ng Pamayanang ito ay ang “pamumunong balani,” iyong humahatak sa lahat ng kaanib at kasapi na mas mahigpit na magtulungan upang maitaguyod ang anumang pinagkaisahang mga simulain, layunin at hakbangin. Hindi tunay na pinuno ang mga nagtatampok sa sarili lamang nilang mga katangian at kakayahan, at di nagtatampok at nagpapasulong sa kakayahan ng mga kaanib at kasapi.

(4. The only type of leadershjip recognized by Pamayanang SanibLakas  is “magnetic leadership,” which draws in all the affiliates and members to work more closely together to advance the principles, purposes and actions agreed upon. Projecting only one’s own characteristics and capabilities, and not projecting and enhancing the characteristics and capabilities of the affiliates and members, is not the mark of a real leader.)


Bahagi 2.  Mga Layunin ng Pamayanan  

(Part 2. Aims of the Pamayanan)

Ang Pamayanang SanibLakas ay itinatatag at pinauunlad batay sa sumusunod na layunin:  

(The Pamayanang Saniblakas shall be built and developed to pursue the following aims:)

1. Mag-aral at magpalaganap sa mga prinsipyo ng Kaisahan ng mga Tao, tulad ng pagsasanib-lakas para sa pagpapaibayo ng kabuuang kakayahan, pagpapakatao at pakikipagkapwa-tao, pagbubuo ng ganap na pagkabansa at pag-aambag sa pagpapalakas ng mulat na Kaisahan ng Sangkatauhan at ng Sangnilikha.  

(1. Study and propagate the principles of Human Solidarity, like synergism to enhance total capability, developing and relating as humans, building full nationhood and contributing to the conscious Solidarity of Humankind and of the entire Creation.)

2. Magbuo ng aktwal na mga pagsasanib-lakas, gaya ng malulusog na samahan, pormal man o di pormal, para sa mga layuning masaklaw o partikular, pangmatagalan o pangmadalian lamang, at pag-ugnay-ugnayin ang lahat ng mga samahang ito sa balangkas ng mas matatag at mas malawak na Kaisahan.  

(2. Build actual synergies, like healthy organizations, whether formal or informal, for broad or particular aims, and for long-term or short-term work, and link up all these organizations within the frtamework of firmer and broader Solidarity.)


Bahagi 3.  Pamamaraan ng Pamayanan  

(Part 3. Approaches of the Pamayanan)

Sa pagtataguyod ng mga simulain at layunin nito, ang Pamayanang SanibLakas ay sasalig sa sumusunod na kaparaanan:

(In pursuit of these principles and aims, the Pamayanang SanibLakas shall work along the following approaches.)

1. Pagiging mapagkaisa sa lahat ng gagawing pagpapasya at magbabatay lamang sa diwa ng mga simulain. Hindi gagawa ng mga pahayag at pagkilos na manghahati o magpapalubha ng mga pagkakahati sa hanay ng mga mamamayan.

(1. Being unitive in all decision-making and will base itself only on the spirit of the Principles. It shall not make any pronouncement or decision that will divide the people or worsen division among them.)

2. Batay sa simulain ng pluralismo, isusulong ang lakbay tungo sa pagresolba ng mga kontrobersya sa hanay ng mamamayan nang malinaw na may tapat na pagkilala at paggalang sa lahat ng nagbabanggaang panig sa hanay ng mamamayan.

(2. Based on the pluralism principle, the resolution of controversies among the people shall be pursued with clear ackniowledgment of, and respect for, all the varying viewpoints among the people.)

3. Pasisiglahin ang pagbubuo ng mga pagtatambalan (partnerships) sa hanay ng sari-saring samahan at institusyon upang maisulong ang samu’t saring mga gawain, sa diwa ng bayanihan at pagsasanib-lakas ng lahat ng may maitutulong at may kahandaang makipagtulungan.  

(3. Partnerships among various organizations and institutions shall be encouraged in the pursuit of widely varying tasks, in the spirit of the “Bayanihan” and building synergies among all who can help and all who are willing and able to join in mutual-assistance arrangements.)


Bahagi 4.  Mga Asal ng Kaanib at Kasapi ng Pamayanan  

(Part 4. Ethics of Pamayanan Affiliates and Members)

Ang mga tunay na kaanib at kasapi ng Pamayanang SanibLakas ay pangunahing makikilala sa pamamagitan ng kanilang palagiang pagsasabuhay ng sumusunod na asal:  

(The real affiliates and members of Pamayanang SanibLakas shall be recognized mainly by their living consistently by the following ethical tenets:)

1. Mulat at palagiang sipag at sigasig na masinsinang pag-aralan at buhay na ilapat ang prinsipyo ng pagsasanib-lakas sa pang-araw-araw na mga pananagutan at gawain, at tuluy-tuloy na paunlarin ang katatagan at kahusayan sa pagsasabuhay ng prinsipyong ito.  

(1. Conscious and constant diligence and enthusiasm to study and apply in a living way the principle of synergism to their daily responsibilities and tasks, and continual development of consistency and skill in living by this principle.)

2. Sigasig at tiyaga na likhain at gamitin ang lahat ng maiinam na pagkakataon upang palamigin o pigilan and mga alitan, papag-usapin ang mga hindi nag-usap, pag-ugnayin ang di nag-uugnayan, at paghigpitin ang pagtutulungan ng mga magkakasama na sa paglilingkod sa lipunan. Tuluy-tuloy na paglilinis at pagpapatatag ng kalooban upang hindi mahatak sa alinmang panig ng mga hidwaang hindi nararapat.  Kahandaang maging mga “buhay na tulay” laluna sa mga alitang bunga lamang ng di-pagkakaunawaan.

(2. Enthusiasm and patience to create and utilize all favorable opportunities in order to cool down conflicts or prevent them altogether, to draw into dialogue those who do not want to talk, to link up the unlinked and to strengthen the bonds of cooperation among fellow servants of society. Continual cleansing and strengthening of the inner will to prevent getting drawn into any which side of an unnecessary conflict. Readiness to become “living bridges” especially in conflicts arising from misunderstandings.)

3. Kahandaang pumaloob sa isang pangkat o komite at magtrabaho sa loob niyon bilang isang masipag at mahusay na “team-player.”  

(3. Readiness to work in a team or committee and be a good “team player.”)


Bahagi 5.  Simpleng Istruktura at Kaugnayan sa SanibLakas Foundation

(Part 5. Simple Structure and Relationship with the SanibLakas Foundation)

Ang Pamayanang SanibLakas ay magdaraos ng Taunang Kapulungan at magkakaroon ng isang simple at maluwag na istruktura, ayon sa kapasyahan ng SanibLakas ng Taongbayan Foundation General Assembly na siyang lumikha nito. Kikilalanin bilang pangunahing pamalagiang katambal ng Pamayanang SanibLakas ang SanibLakas ng Taongbayan Foundation na siyang pasimuno, gabay at tagapagtaguyod nito.  Binibigyang-laya ang SanibLakas Foundation na magpasimuno ng mga proyektong magbibigay-bentahe sa mga samahan at indibidwal na tahasang aanib at sasapi sa Pamayanang SanibLakas.

Pamayanang SanibLakas shall hold an Annual Assembly and shall have a simple structure, in line with pertinent decisions of the SanibLakas ng Taongbayan Foundation General Assembly which created it. The Pamayanang SanibLakas shall recognize as permanent partner the SanibLakas Foundation, which initiates, guides and supports the Pamayanan. SanibLakas Foundation is free to lauch projects that would give advantages to organizations and individuals who shall have categorically joined the Pamayanang SanibLakas.)

Ang anumang pagbabago rito sa Kalatas ng Kaisahan ng Pamayanang SanibLakas ay ihahapag para sa pagpapatibay ng tinutukoy na General Assembly. 

(Any amendment to this Charter of Solidarity of Pamayanang SanibLakas shall be proposed for adoption by the SanibLakas Foundation General Assembly.)



Provisions of the SanibLakas Foundation Constitution pertinent to Pamayanang SanibLakas:


From Article IV. Approaches of the Foundation:

Section 3.  Partnerships shall be encouraged, forged, nurtured and supported in other ways, among all synergism-oriented individuals and organizations/institutions. The Foundation shall exert persuasive motivation and provide facilitation, educational and other forms of support for many of these synergism-oriented individuals and entities to officially form part of a broad Synergy Community, to be called "Pamayanang SanibLakas,” which shall have its own organic leadership elected by its member-entities and by clusters of its individual members, and which shall officially subscribe as an organization to the herein Principles of Human Synergism. 

Section 4. SanibLakas Foundation shall form or help form other lawful organizations in line with its synergy-building priorities, develop these into healthy and self-reliant organizations (with all "Three Synergies" functioning) that can spin off, after which eventuality the Foundation shall continue, as a partner, to guide and help develop these organizations, connect them with other members of the Pamayanang SanibLakas, and give them other means of support. 


From Article VII. Rights and Duries of Members:

Section 2.  All members of the Foundation shall have the following duties:

3) To keep themselves informed about the entire work of the SanibLakas Foundation and the Pamayanang SanibLakas and keep alert for opportunities to interlink efforts and people within and outside their own teams of choice and assignment;


From Article XII. Standing Committees:

Section 1. There shall be created, under this Constitution, the following Standing Committees for specialized organizational functions, under the principal supervision of the Management Committee:

3) The Finance and Material Resources Committee, which shall orchestrate the Foundation’s efforts to solicit and mobilize funds and other material resources to support synergism-oriented efforts of the Pamayanang SanibLakas and to cover the Foundation’s own administrative and operational expenses.

4) The External Relations Committee, which shall take charge of generation and public dissemination of information on the thrusts and activities of the Foundation and on developments therein, and taking charge, as well, of tracking, guiding, orchestrating and optimizing the efforts of the members and different teams of the Foundation and of Pamayanang SanibLakas to build and cultivate external partnerships with private local, national, foreign, and international entities and with instrumentalities and functionaries of goverenment.


From Article XIII. SanibLakas Team as Basic Operational Unit

Section 3. Working with other leaders as co-equal partners within such sustained activities or organized entities, members of the SanibLakas Teams shall refrain from seeking operational dominance or control over these activities or entities, and shall focus their concerns on individual and collective tasks relevant to any of the following:

3)  creating and optimizing opportunities for mobilizing support for the work of other SanibLakas Teams, of the Foundation as a whole, of  member-entities of Pamayanang SanibLakas, of the entire Pamayanan, and of the entire Filipino nation and Humankind.


From Article XI. Transitory Provisions

Section 3.  All present members in good standing of SanibLakas Foundation shall automatically be deemed individual founding members of Pamayanang SanibLakas unless and until they categorically declare a personal preference not to be members of the new organizational formation, which shall be created by the General Assembly in the same session that shall have ratified this Constitution.


From Article XII.  Effectivity and Repealing Provisions

Section 1..  This Constitution shall be considered valid and in effect upon the satisfaction of both of the following two conditions:

2) The Assembly, in the same session, adopts a resolution creating the organizational formation of a broad Synergy Community, to be called "Pamayanang SanibLakas,” and promulgating a founding charter therefor.
